The White House said it was confident President Barack Obama's health reform law had a solid legal foundation after 14 states vowed to challenge it on constitutional grounds. As soon as Obama signed the historic legislation into law on Tuesday, marking a famous political triumph, the group of state governments which oppose the plan lodged a flurry of legal challenges. Virginia filed suit claiming the health care package violates the US Constitution by requiring every citizen to buy health insurance or pay a fine. Thirteen other states issued challenges claiming that the new law violates the 10th amendment to the Constitution, which reserves powers not specifically granted to the federal government to the states.
