(FILES) In this photo taken on June 22, 2009, young Indian boys, employed as underaged child labourers, work at a zari (embroidery) factory during a raid and rescue operation conducted by Bachpan Bachao Andolan (Save the Childhood Movement) in New Delhi. India's new right to education act, championed by Prime Minister Manmohan Singh who was born to a poor family and sometimes did his homework under street lamps, gives children between six and 14 the legal right to an education. But there are multiple pitfalls, the biggest of which is enforcement of an act that in theory gives the right to every child between six to 14 to demand free schooling. Critics point to legislation four years ago banning child labour that is routinely flouted. Children can still be found working in dingy factories and restaurants, delivering groceries and cleaning houses, working 12-hour days.
