TV grab showing FARC (Revolutionary Armed Forces of Colombia) commander Alfonso Cano giving a message to Colombian President elect Juan Manuel Santos and released on the website of the magazine Resistencia, which the Colombian defense ministry says is a FARC propaganda organ. Cano proposed talks with president-elect Santos to find a political settlement to their armed conflict. The proposal comes amid a diplomatic crisis between Colombia and Venezuela over Bogota's charges that some 1,500 FARC guerrillas are using Venezuelan territory as a haven.
