GRAND ISLE, LA - AUGUST 10: Buddy Boulin (R) and his girlfriend Heather Braud wade into the ocean on a section of the public beach that was reopened yesterday for the first time in nearly 3 months August 10, 2010 in Grand Isle, Louisiana.
