Moscow Mayor Yuri Luzhkov (L) takes part in a conference with Mehriban Aliyeva, wife of the Azerbaijani President organised by the United Nations Children's fund, UNICEF, in Moscow on September 27, 2010. Luzhkov said today he had no plans to resign, the Interfax news agency quoted Luzhkov as saying at the UNICEF conference in Moscow.
