(FILES) -- File picture dated May 16, 2004 shows a gas flame at the Balal offshore oil platform in the Gulf waters, in the Gulf on the edge of Qatar's territorial waters on May 16, 2004. The Balal offshore oil field was developed by French major Total together with BowValley of Canada and Italy's Agip.
