Last month, the African Union representative to the Indian Ocean islands announced a delay of the first round of the polls set for November 7 due to financial diffculties.A second round of elections will be held on December 26. President Ahmed Abdallah Sambi from Anjouan is to hand over to a leader from Moheli under a system of rotating leadership among the islands. Mohamed Larifou Oukacha, the secretary general of the presidency and Ikililou Dhoinine, the current vice president are among the top presidential candidates.
