BELGIUM-EU-JUSTICE
Dutch minister of Justice Ivo Opstelten (L) speaks with British Secretary of State for Justice Kenneth Clarke prior to a Justice and Home Affairs Council on November 9, 2010 at the EU headquarters in Brussels.
