HAMTRAMCK, MI - JANUARY 09: A fence surrounds the Detroit-Hamtramck GM assembly plant January 9, 2011 in Hamtramck, Michigan. The plant sits in both Detroit and Hamtramck and both cities share tax revenue from the facility. Detroit has stopped paying the Hamtramck share of the revenue citing previous overpayments. The city of Hamtramck has been forced to consider filing for bankruptcy protection while it struggles to meet its financial obligations. If approved the bankruptcy filing would be the first for a city in the state of Michigan. The majority of the city's budget goes toward the police and fire departments.
