Riot police officers stand quarg at a plant of Bolivia's state-controlled oil company YPFB as residents of El Alto block roads for a second consecutive day on July 12, 2011 in demand of basic public services, preventing YPFB to distribute oil, gas and derivatives and therefore causing shortages in El Alto and La Paz.
