TO GO WITH AFP STORY IN FRENCH BY DOMINIQUE BEAUJOIN
(FILES) A file picture taken on September 21, 2001 shows wounded people sitting in front of the AZF petrochemichal plant, owned by the French oil giant Total, after the huge blast that rocked the plant in the Toulouse's suburbs, southwestern France. The city of Toulouse will commemorate in a ceremony, joined by AZF former employees, in the plant on September 21, 2011 at 10:17 am, the tenth anniversary of the explosion, which killed 31 people and injured thousands in the aftermath of the blast, in France's biggest industrial accident since 1945. The "21/09 disaster victims" will demonstrate at the "September 21 roundabout" in Toulouse, two kilometers from the site. A French court cleared on November 19, 2009 Total of responsibility in the AZF explosion, declaring that a summons against Total issued by victims was not admissible as neither had been put under formal investigation by magistrates.
