The leader of Germany's far-right National Democratic Party (NPD) Udo Voigt (L) and Holger Apfel (R), NPD parliamentary group leader in Saxony, address a press conference prior to a party congress on November 12, 2011 in Neuruppin, northeastern Germany. The Berlin-Brandenburg Higher Administrative Court had decided before that the city of Neuruppin must allow the party to use the "Stadtgarten" venue for its congress. Originally, the NPD had planned to hold its congress in mid-October in Dessau-Rosslau, eastern Germany, but failed at court. One of the congress topics is the election of a new party chairman.
