This handout picture released by Tokyo Electric Power Company (TEPCO) via Jiji Press on March 21, 2011 shows black smoke rising from reactor number three of the number 1 Fukushima dai-ichi nuclear power plant at Okuma town in Fukushima prefecture. Japan's nuclear safety agency said that smoke had stopped rising from reactor number three, after an earlier plume prompted a temporary evacuation of workers. Engineers at the stricken facility are racing to fix disabled cooling systems and bring them onstream, as fire trucks spray water to help cool reactor fuel-rod pools.
