The President of Paraguay Fernando Lugo (C) is accompanied by Venezuelan Vice President Elias Jaua (R) and Operational Strategic Command Chief Henry Rangel Silva upon arrival in Maiquetia airport, Caracas, on December 2, 2011. Thirty-three Latin American and Caribbean heads of state meet from December 2, for the summit to create the Commonwealth of Latin America and Caribbean States (CELAC), which aspires to become a new regional body excluding the United States and Canada, and under the leadership of Venezuelan President Hugo Chavez.
