(FILES) Riot police stand guard at a plant of Bolivia's state-controlled oil company YPFB as residents of El Alto block roads for a second consecutive day on July 12, 2011 in demand of basic public services, preventing YPFB to distribute oil, gas and derivatives, therefore causing shortages in El Alto and La Paz.
