Tokyo Electric Power Co (TEPCO) president Toshio Nishizawa bows at a meeting in Tokyo on April 27, 2012 as the company submitted a restructuring plan to the government that will allow for the defacto nationalisation of the company in return for a 12 billion USD payment.
