(FILE) Picture taken on October 19, 2003 of newly named Bolivian president Carlos Mesa (R) helped to straighten the Presidential sash by Roberto Claros General in Chief after the resignation of President Gonzalo Sanchez de Lozada in La Paz. The uprising against Sanchez de Lozada in 2003, caused his resignation but the militaries didn't return to the power. Gonzalo Sanchez de Lozada agreed to step down amid spiraling social unrest, clearing the way for Vice President Carlos Mesa to succeed him.
