BELGIUM-EU-SUMMIT-FINANCE-PUBLIC-DEBT
European Council President Herman Van Rompuy gives a press conference at the end of the first day of a EU summit in Brussels on October 19, 2012. EU leaders vowed today to set up a banking union during the course of 2013 after a Franco-German spat held up agreement on exactly when this vital crisis-fighting tool might come into force.
