Joining the European Union has unlocked billions in aid for Romania, among the continent's poorest countries, but five years on, the city of Brasov is still waiting for a new EU-funded highway seen as vital for its ambitions to become a business hub in the Carpathians. Brasov, a city of 230,000 inhabitants, lies at the heart of the Carpathian mountains, a mere 170 kilometers from the capital Bucharest. But to reach there, drivers have to endure a two lane road crossing villages and towns famous for its hours-long traffic jams. The rail tracks got a facelift only last year. Brasov’s example highlights Romania's missed opportunities with European funds. The former Communist dictatorship has only made use of 9.7 percent of the 20 billion euros ($26 billion) in EU funds available to it since 2007 to help it catch up with other member states.
