Russian legislators confer in the lower house of Russia’s parliament, the State Duma, in Moscow, on December 21, 2012, with the Just Russia party leader, Sergei Mironov (front 2nd R) attending. Russian legislators debated today a bill banning Americans from adopting Russian children to give final approval to the legislation.
