(FILES) In this photograph taken on October 21, 2012, an Indian Sikh visitor looks at a photographic exhibition organised by Forgotten Citizens - 1984 on the 1984 massacre of nearly 3,000 Sikhs following the assassination of Prime Minister Indhira Gandhi, at the roadside in Amritsar on October 21, 2012. An Indian court on April 10, 2013, ordered federal investigators to reopen a case against a ruling Congress leader over the deadly 1984 riots that killed at least 3,000 members of the Sikh community. The Central Bureau of Investigation (CBI) had earlier cleared Jagdish Tytler and closed the case but a local judge in New Delhi ruled that his alleged role in the riots must be investigated again.
