Tensions over the competing claims to the waters around the territory have mounted since Gibraltar at the end of July dumped 70 concrete blocks into its bay to create an artificial reef to encourage sea life. Madrid argues the reef is a deliberate bid to impede Spanish fishing vessels in what it sees as Spanish waters because fishing nets will now get caught on the concrete reef blocks.
