A picture taken on August 16, 2013 shows a tanker anchored in the bay of Algeciras, near Gibraltar. Madrid is threatening to take action against Gibraltar's offshore refueling of ships, adding a new front in its row with London over contested waters around the British outpost on Spain's southern tip. Due to a lack of space on land to store fuel tanks, Gibraltar has tankers permanently anchored in its bay that store fuel which is then delivered by pipe to ships that dock beside them.
