This reproduction of an undated photo released by the Philippine Department of National Defense (DND) on September 3, 2013 purportedly shows an aerial shot of alleged concrete blocks on the shallow waters of Scarborough Shoal in the South China Sea, about 220 kilometres (some 135 miles) off the main Philippine island of Luzon, within the country's internationally recognised exclusive economic zone. The Philippines accused China on September 3 of laying concrete blocks at the shoal that was seized from Filipino control last year, the latest flare-up in a maritime dispute. The Philippine Defence department released to the media the aerial photograph of what it said were about 30 blocks on Scarborough Shoal, but AFP could not immediately verify the photograph.
