German chancellor Angela Merkel along with German Foreign Affairs minister Guido Westerwelle (L), German economy minister Philipp Roesler are handed a certificates of discharge by German President Joachim Gauck at the Bellevue presidential palace on October 22, 2013 in Berlin following the first sitting of the Bundestag, the lower house of parliament, held first sitting after the September general elections.
