(FILES) In this April 19, 1996, file photo, Bernhard Goetz arrives at State Supreme Court in the Bronx, New York, where he faced a 50 million USD lawsuit for the1984 shooting of four youths on the New York city subway. Police, on November 2, 2013, reported the arrest of Goetz, 65, after reportedly trying to sell marijuana to a female undercover officer in Union Square Park in New York on November 1. Police said, Goetz tried to sell the officerr 30 USD worth of the drug and was cuffed moments later. Dubbed the "Subway vigilante," Goetz ignited a national furor over racism and gun control after he shot four panhandling youths on a train on December 22, 1984. FILES/AFP PHOTO/Stan HONDA
