URUGUAY-BRAZIL-MARIJUANA
Brazilian federal deputy for Rio Grande do Sul state Osmar Terra (R), Brazilian psychiatrist Sergio de Paula Ramos (L) and Brazilian under-attorney general of Rio Grande do Sul state, Marcelo Dornelles (C), meet with the Health Commission of the Uruguayan parliament at the Congress building in Montevideo on November 5, 2013. Terra, De Paula and Dornelles set out arguments against the legalization of marijuana. Uruguay's lower house voted past July for the controversial bill which for the first time would put a government in charge of production and distribution of legal marijuana.
