German Interior minister Hans Peter Friederich (L) speaks with EU commissioner for Justice, Fundamental Rights and Citizenship Viviane Reding prior to a Justice and Home Affairs Council meeting on December 5, 2013 at the European Union headquarters in Brussels. Home affairs ministers will take note of the final report presented by the Commission on issues related to the free movement of persons. In the context of fighting terrorism, the Council will have an in-depth discussion on the issue of foreign fighters and returnees from a counter-terrorism perspective, in particular with regard to Syria, on the basis of a document prepared by the EU Counter Terrorism.
