(FILES) Iraq's President Jalal Talabani attends the opening ceremony of the Arab Parliamentarian Union's conference in the Kurdish city of Arbil, northern Iraq on March 11, 2008. The union's conference discussed today the issues of governance, development and liberties in the Arab world. With Iraqi President Jalal Talabani in Germany for treatment, the country has been without a key mediator during a disastrous year of political conflict and surging violence.
