Representatives of pro-peace groups Lokarri and Bake Bidea, Paul Rios (R) and Peio Dufau (L) pose with members of the comission Maite Perez (2L), Anne Marie Bordes (3L bottom), Nazario Oleaga (3L top), Henri Duhalt (3R) and Fernando Armendariz (2R) prior to attending a press conference in San Sebastian on December 23, 2013 organised by Basque nationalist associations Bake Bidea and Lokarri to announce the creation of a civil commission to "boost the peace process", amid persistent rumors of an upcoming deposition of weapons by the separatist group ETA. "The commission will be responsible for managing a series of recommendations such as disarmament (...) the dismantling of ETA's military structures, rehabilitation of prisoners (...) with the institutions, political parties and actors involved in the peace process ", stated the two associations.
