European Union Enlargement Commissioner Stefan Fuele speaks during a press conference in Sarajevo, on February 18, 2014. Commissioner Fuele arrived late on February 17 for a series of talks with Bosnian officials related to their failure to unblock Bosnia and Herzegovina's efforts in nearing the EU integrations. Reforms in Bosnia, which has a complex system of administration established by the peace deal which ended the war and in which levers of power are shared between Croats, Muslims and Serbs, have been blocked for years.
