Mayor of Ploudalmezeau Alphonse Arzel (C), part of a delegation of Breton elected officals, attends a meeting on April 4, 1982 at the Hotel Matignon in Paris, the French Prime Minister's official residence, on the shipwreck of the crude carrier Amoco-Cadiz, which occured off the coast of Portsall, western France, in 1978, resulting in the worst oil spill in Brittany's history.
