United Kingdom Minister of State responsible for European issues and NATO David Lidington arrives prior to an extraordinary Foreign Affairs Council meeting dedicated to the crisis in Ukraine, on March 3, 2014, at the EU headquarters in Brussels. Russian troops and military planes were flowing into Crimea today in violation of accords between the two countries, Ukrainian border guards said.
