TOW, TX - MARCH 12: A launch that once allowed boats to be put into the water of Lake Buchanan is seen as the severe drought has dried up the water on March 12, 2014 in Tow, Texas. Farmers down stream and people living on the lakes are trying to figure out the best way to deal with the drought and water control. Recently the Texas Commission on Environmental Quality agreed to cut off water deliveries to most rice farmers in the Lower Colorado River Basin for the third straight year as the lakes in central Texas are only 38 percent full.
