TOW, TX - MARCH 12: A launch that once allowed boats to be put into the water of Lake Buchanan is seen as the severe drought has dried up the water on March 12, 2014 in Tow, Texas. Farmers down stream and people living on the lakes are trying to figure out the best way to deal with the drought and water control.
