A resident's brown lawn can be seen in the city of Glendora, east of Los Angeles on July 29, 2014 in California, where a neighbor made headlines recently regarding the state of their brown lawn after receiving a letter from the city threatening fines if they didn't water their lawn, with the letter arriving ironically on the same day when the state water conservation board approved daily fines of up to $500 begining on August 1st. Record temperatures have scorched the California in the first six months of the year and emergency water-conservation measures are being implemented as California struggles through its third year of drought amid lowering water supplies in its reservoirs, parched dry land on farms across the state and a heightened concern for wildfire dangers.
