The nonpartisan Government Accountability Office (GAO) reported on August 21, 2014 that the Pentagon broke the law when it traded Bowe for five Taliban leaders. The GAO reported thet the US Defense Department failed to notify the relevant congressional committees at least 30 days in advance of the exchange. The GAO also reported the Pentagon used $988,400 of a wartime account to make the transfer, violating the Department of Defense Appropriations Act, 2014 prohibiting the "transfer of any individual detained at Guantanamo Bay to the custody or control of a foreign entity' except in accordance" with the law."
