The former head of Petrobras' refining and supply unit who was arrested as part of a money-laundering investigation, Paulo Roberto Costa testifies before a parliamentary inquiry of Congress investigating the case, in Brasilia, on September 17, 2014. Earlier this month, Costa gave the names of 49 deputies, 12 senators and a state governor implicated in the scandal to federal policeas part of a plea bargaining bid. The allegations come with Brazilian President Dilma Rousseff battling to regain the initiative in the presidential race from environmentalist Marina Silva, whom polls see as winning an October 26 run-off vote.
