A world leader in child abandonment, the EU's poorest member Bulgaria has still not kicked the habit despite setting strict targets for 2014 and making some progress, according to a new study published on September 26, 2014. Two years ago, the United Nations children's fund UNICEF found Bulgaria held the world record in abandoned newborns: for every 100,000 babies under three, 780 had been left in state care by their families.
