(FILES) -- An aerial file photo taken on September 27, 2002 shows the passenger ferry, the Joola (C), capsizing off the coast of the west African nation of Senegal. The Joola was licensed to hold only 580 people, including crew, but was found to have been carrying well over 2,000 when it went down off the Gambian coast after setting sail from Ziguinchor in Senegal's southern Casamance region.
