Canadian Prime Minister Stephen Harper speaks on November 28, 2014 in the Philippe Maguilen Senghor health center in Yoff district in Dakar during the official ceremony announcing an anti-rotavirus vaccine campaign in cooperation with GAVI (the Vaccine Alliance), ahead of the 15th Summit of French-speaking countries (Sommet de la Francophonie). The 15th International Organisation of La Francophonie, which takes place on November 29 and 30 in Dakar, aims at organising "political relations and cooperation between states which share the use of the French language".
