British Prime Prime Minister Tony Blair launching the Governmnet-s five-year anti-crime plan at the Somerstown community centre, North London, Monday July 19, 2004, with a promise to deliver a society built around "rules, order and proper behaviour". Mr Blair said the programme marked the end of the 1960s liberal consensus on law and order. The package, details of which will be revealed in a Commons statement by Home Secretary David Blunkett later today, is intended to cut offending by 15% by 2008.
