British Home Secretary David Blunkett at the launch of the Government-s five-year anti-crime plan at the Somerstown community centre, North London, Monday July 19, 2004, with a promise to deliver a society built around "rules, order and proper behaviour". British Prime Minister Tony Blair said the programme marked the end of the 1960s liberal consensus on law and order. The package, details of which will be revealed in a Commons statement by Mr Blunkett later today, is intended to cut offending by 15% by 2008.
