SPAIN-MELILLA-CEUTA-SECURITY-RIGHTS-MIGRATION
TO GO WITH AFP STORY BY INGRID BAZINET AND ROLLAND LLOYD PARRY
A picture taken on December 4, 2014 shows the Ceuta border with Morocco. Thousands are risking their lives to enter Europe through the Spanish enclaves of Ceuta and Melilla -- and the line of desperate arrivals is getting longer. Some16,000 have charged the Melilla fence this year, according to the government, with nearly 4,700 who made it into Melilla this year, up from 3,000 in 2013. In February, 15 Africans died trying to swim around the fence to Ceuta from Morocco as Spanish guards fired rubber bullets into the water. AFP PHOTO/ JORGE GUERRERO
