The Afghan government and United Nations on January 7 began distributing blankets, clothes and coal to about 225,000 people displaced by violence as the fierce winter sets in. In recent years, scores of Afghans living in slums, tents or makeshift shelters have died of cold despite billions of dollars of aid, and the UN refugee agency UNHCR has co-ordinated efforts to reduce repeat fatalities.
