GOP 2016 Bush Executive Power

FILE - In this Jan. 19, 2000, file photo, then-Florida Gov. Jeb Bush, center, flanked by members of the legislative black caucus other legislators, talks about his settlement proposal with sit-in legislators Sen. Kendrick Meek, D-Miami, and Rep. Tony Hill, D-Jacksonville, after they left the governor's suite in Tallahassee, Fla. From the lower left are: Rep. Bery Roberts, D-Miami; Rep. Hill; Sen. Meek; Gov. Bush; and Rep. Les Miller, D-Tampa. Bush ended Florida’s affirmative action programs in 1999 with a flourish, issuing an executive order that he said would “transcend the tired debate” about racial preferences. Some lawmakers grumbled about the first-year governor making such a move without consulting them, and two black legislators staged a 25-hour sit-in at his office to protest. Bush refused to budge. Bush was an aggressive chief executive throughout his tenure as Florida governor, pushing the limits of executive authority, bristling at legislative oversight and willing to work around the courts.
