PANAMA-CASTRO-POSADA CARRILES


(FILE) Cuban President Fidel Castro holds up photos of Cuban-Venezuelan Luis Posadas Carriles 17 November, 2000, during a press conference in Panama City on the sidelines of the Ibero-American summit. Castro named Carriles as the mastermind of an alleged terrorist plan to assassinate him during the Panama summit. Panama-s President Mireya Moscoso on 26 August 2004 pardoned Posada Carriles and other three Cubans convicted in a plot to assassinate Fidel Castro. Despite Cuba-s threat to break off relations if the four were pardoned, Panama-s government pardoned the men just days before the mandate of President Moscoso expires next Tuesday. Relations had soured between the two countries in anticipation of Panama-s move. Moscoso-s government announced it had recalled its ambassador from Havana on August 24 and asked Havana to do likewise with respect to its ambassador to Panama. AFP PHOTO/ADALBERTO ROQUE
