A city of Melbourne police car blocked a bridge approach 04 September 2004 leading to Melbourne Beach because of high winds and to deter looters in Melbourne, Florida. Beach evacuations became mandatory 02 September in advance of approaching catagory 2 hurricane Frances that is making landfall near Fort Pierce along Florida-s East Central coast Saturday.
