Salih Mustafa sits at a special Kosovo court in The Hague, Netherlands, Thursday, Dec. 14, 2023. Appeals judges at a special Kosovo court in the Netherlands were ruling Thursday in case of a former commander in the Kosovo Liberation Army who was convicted a year ago for arbitrarily detaining and torturing prisoners and murdering one of them during a late 1990s war for Kosovo’s independence. The commander, Salih Mustafa, was convicted a year ago and sentenced to 26 years’ imprisonment for the crimes committed at a KLA compound in Zllash, Kosovo, in April 1999.
