Bryan Mound is one of four Strategic Petroleum Reserve (SPR) sites in the US that are used as a first line of defense against an interruption in petroleum supplies. The White House said 23 September, 2004 that the Department of Energy was considering Gulf Coast refineries- request to borrow oil from the US Strategic Petroleum Reserve because of Hurricane Ivan. "That-s something that-s the Department of Energy has been reviewing," spokesman Scott McClellan told reporters. "They have been reviewing requests from Gulf Coast refiners to borrow, for a short period of time, small quantities of oil from the Strategic Petroleum Reserve to make sure that our system continues to operate until production and imports can resume," he said.
