ITALY-EU-CONSITUTION
Italian Prime Minister Silvio Berlusconi (L) gives a thumb up next to Irish Prime Minister Bertie Ahern (C) and the President of the EU Commission Romano Prodi at the Jules Cesar hall before signing the Treaty and Final Act that establish a Constitution for Europe at the Capitol Place in Rome 29 October 2004. The constitution, agreed in June after two years of haggling, aims to streamline EU institutions and prevent decision-making gridlock in a bloc which grew from 15 to 25 members this year, with several more waiting in line.
